You didn't say what the respective prices are for each car. That's a biggie!
Assuming they are similar priced another consideration for you is whether the fact that the car is, it seems, non-ULEZ outweighs the extra 30K miles on the model.
Personally I'd make sure my next car is ULEZ complaint and so on that basis I'd go for the model.
